Trade unions in Italy are organised into different levels:
Employees, unemployed, atypical workers, professionals and managerial staff, executives (public) and pensioners can be enrolled as member of trade unions.

• I sindacati si finanziano:– attraverso gli iscritti; generalmente la quota
contributiva (mediamente, l’1% della retribuzione) viene prelevata dalla busta-paga alla fonte (dal datore di lavoro);
– attraverso la fornitura di servizi (legali, fiscali, previdenziali, formativi, informativi, ecc) per alcuni dei quali ricevono anche contributi pubblici.

By members: generally the contribution (on average, 1% of the wage) is deduced from wages at the beginning (by employers);

• The company or territorial integrative contract

Problemi attuali del sistema contrattuale italiano
• Il metodo della concertazione trilaterale non è benvisto da molti partiti politici, né dall’attuale Governo
• I Contratti Nazionali sono troppo numerosi e non rispecchiano le modificazioni avvenute nei settori
• I contratti aziendali riguardano una minoranza di lavoratori (imprese medio-grandi): circa il 33%, solo un lavoratore su tre.
• I contratti “territoriali” sono ancora meno diffusi
• Ci sono questioni aperte anche tra sindacati:
– Come si misura la rappresentatività?
– In caso di divisioni tra sindacati, che efficacia ha un accordo firmato solo da alcuni sindacati ( e non da tutti?)

Current problems in the Italian industrial relations system
• The method of trilateral concertation is not very much appreciated by many political parties and by present Government
• There are too many National Contracts and they are no longer able to follow the changes within organizations and markets
• Company bargaining is carried on only in medium and large companies, so this kind of contracts refer to a minority of workers, approximately 33%, one out of three workers.
• "Territorial" contracts are still not very popular
• There are still open questions between trade unions:
– How can representativeness be measured?
– In the case of divisions among trade unions, how effective is a contract signed by just some trade unions (and not by all?)

Le associazioni imprenditoriali (1)
• Svolgono sia funzioni di rappresentanza sindacale in campo contrattuale e di politica sociale, che funzioni di rappresentanza nel campo dell’assistenza alle imprese per la commercializzazione dei prodotti, le politiche industriali, la regolazione delle attività economiche.
Sono differenziate per: • settore (industria, agricoltura,
commercio, artigianato, ecc.)
• affiliazione politica (questa differenziazione è peculiare del solo caso italiano)
• dimensioni di impresa (piccola-grande impresa)
• natura legale dell’impresa (privata, pubblica o cooperativa)

• They act as trade union representatives in the field of contracts and social policies as well as representation functions in the field of assistance to companies for the sale of products, industrial policies, regulation of economic activities.
They are divided up into:
• sector (industry, agriculture, sales, crafts etc.)
• political affiliation (this differentiation exists only in Italy)
• dimensions of the company (small-large company)
• legal nature of the company (private, public or cooperative)
