1. ANALISI DEI BISOGNI / NEEDS ASSESSMENT

1.1 Periodo di assessment / Date(s) of assessment

Cesvi carried out a rapid assessment of damages in 22 schools in Buruanga (including kindergarten, primary and elementary schools) in Decembers 2013.

1.2 Metodologia di analisi / Methodology and sources of information used

On the 3rd of December 2013 a team of Cesvi visited 22 schools in the municipality of Buruanga. A preliminary meeting with some representatives of the Town Hall of Buruanga was held in order to present the purpose of the visit and collect the data of damages reported to the municipality. The Department of Civil Engineering of the Town Hall provided to the team a detailed estimation of costs of damages prepared immediately after the calamity. The methodology implemented during the visits to schools included a brief interview with the school directors and teachers. The aim of the interview was to collect data of the state of the school and understand how teachers and parents coped with the damages caused by typhoon

Yolanda. After the interview, the Cesvi team proceeded with the direct observation of damages. At the end of all visits, a detailed report has been draft by the assessment team.

1.3 Definizione dei problemi /Problem statement

Context Analysis: Typhoon Haiyan, locally known as Yolanda, crossed the Philippines on 7 and 8 November 2013, causing heavy rainfall, flash floods and landslides throughout the archipelago but especially in the Visayas regions: Leyte, Samar, Cebu, Bohol, Panay. The storm affected 44 provinces and 12.095 barangays in 589 municipalities when it hit land with sustained winds of 196mph; 5.719 persons were reported dead2. UNOCHA reports place the number of affected people at 13.28 million. In the Western Visayas Region (Panay Island and Negros Occidental) 238 persons were reported dead. According to the NDRRMC3, in Aklan province 96.940 families have been affected by the typhoon and 85.004 houses have been damaged (partially and totally). Needs Analysis: In the municipality of Buruanga 2.196 houses have been reported partially or totally damaged. According to the estimation issued by the Civil Engineering Department of the Town Hall of Buruanga, the total estimated cost of damages is 49.936.920 PHP (Philippine Peso)4. As well as the houses, the schools have been heavily affected. Most of the schools of the municipality have reported damages caused by the strong winds of the typhoon for a total amount of 8.200.000 PHP5. Most of the schools have reported severe damages. In the majority of cases the roof has been the most affected part of the school buildings. The detachment of the roof made some classrooms not usable. As a consequence, due to the unavailability of further rooms, some children had been moved to other classrooms and integrated with pupils of different grades. In other cases one classroom had been shared by pupils and teachers of different grades who conducted their lectures simultaneously. Obviously, this kind of situation is leading to a dramatic degradation of the overall quality of the education and learning. The main findings of the visits can be summarised in the following points.

• 10 out of 22 schools have reported damages that prevented the lectures to proceed correctly.

• 14 classrooms of 5 schools are not usable at the moment due to the damages at the roof and the walls.

• The roof has been the most affected part of the building in all the schools visited; the metal sheets have been carried away by the wind, leading in some cases to the breakage of the load-bearing structure of the roof.

• All schools usually have a stage located outside for educational and recreational purpose (e.g. role-play activities). Being exposed to the strong winds of the typhoon, the stage has been demolished in most of the schools visited.

• Most of the school latrines installed outside the buildings have reported damages to the superstructure.

The proposed action will rehabilitate Buruanga Vocational School to ensure school activities to 960 students. Other schools selected as most in need will be targeted through other funding in a coordinated and gap filling approach.

CESVI is implementing an emergency intervention of distribution of food package to 5.000 beneficiaries in

the Province of Iloilo, Panay.

In the same area of intervention of the proposed Action, Cesvi is planning a project for the rehabilitation of

10 additional schools, heavily damaged by the cyclone. This additional action will guarantee proper

coverage of support costs and will allow to address the most relevant needs in the area.

3.7 Attività / Activities • 1.1 Preparation work for the rehabilitation of scho ol : technical drawings, consultation

with school representatives and local government structures, selection of construction workers, etc.

• 1.2. Rehabilitation works: the classrooms will be rehabilitated using locally available materials and using simple techniques, to facilitate maintenance and replicability. The disaster risk reduction principles will be taken into account in defining the design of the roof of facilities. To ensure ownership, teachers and parents will be asked to contribute with materials and/or labor, according to their capacity and in any case in agreement with Philippine guidelines

• 1.3 Monitoring of the activities: in partnership with municipality officers, to ensure satisfactory realization of the works, proper use and adequate maintenance.

Activities will be monitored through a local coordinator and monthly missions from an expatriate technical

staff. The implementation of the activities will be monitored and evaluated through specific tools already

used by Cesvi in similar projects performed in other countries. A final monitoring visit will be carried out by

6.2 Risorse umane / Human resources One Local Coordinator and one technical advisor will ensure proper implementation of activities (both

budgeted under an action funded by other donors). The project coordinator will be in charge of the

coordination, monitoring and evaluation of all the activities of the action. He assures that local authorities

(i.e. municipality) are fully engaged into the project and that participation and involvement of beneficiaries

is in place. He provides technical inputs to the rehabilitation plan and monitors the proper use of

construction materials; he assures proper coordination with Cesvi.

Local labour will be enrolled among the local population.

Cesvi is coordinating the intervention with the relevant local authorities and municipalities.

Activities will be implemented through the coordination of Fair Trade Foundation – Panay (FTF-P) .

This foundation was born in 2001 from the commitment of the groups of producers of the fair trade

network. Since 2001, when the tropical cyclone Unding hit Oton city, Panay, FTF-P provided emergency

assistance to more than 2.000 families. Thanks to private and institutional funding, FTF-P has acquired skills

to promptly intervene in first emergency situations that often hit Panay and the area of Iloilo.

1. OPERATIONAL FRAMEWORK

1.1 Exact location of the operation

The project has been implemented in the Buruanga Vocational School in Brgy. Katipunan,

Buruanga, Province of Aklan, Philippines.

1.2 Beneficiaries

The total of beneficiaries directly reached by the action is 1.004 individuals, composed by:

� 947 students (enrolled in 2014)

� 57 teachers & staff

Indirect beneficiaries are 17 local laborers (that have received regular salaries for 4 months) and

the entire community of Katipunan, composed by about 4.800 individuals.

The entire community has been deeply involved in the project implementation:

− Teachers and school staff directly participated in the activities by provision of food,

drinking water and resting place for the workers; they sold the old, waste materials of the repaired

rooms and used the money to buy paint and paid for painting works for the ceiling and roof of 9

rooms.

− Students did the clean up the whole 9 rooms ready for opening of classes as part of

“Brigada Eskwela” (an annual nation-wide activity of all schools in preparation for the opening of

the classes).

− At the end of the project, a formal turn ceremony has been organized, as a way of

expressing community’s gratefulness to CESVI, AGIRE, and FTFP: the ceremony was attended by

the whole student body, teachers, representatives of local authorities. The whole School body

expressed their wholehearted thanks for having received help though project from AGIRE. A

plaque of appreciation for AGIRE and CESVI was received by FTFP during the ceremony.

1.3 Results and indicators

The project fully contributed to restore education and learning activities in the school affected by

the typhoon Yolanda by rehabilitating facilities, thus fully reaching principal and specific objectives

of the Action.

and 1 toilet.

Mounting of wall fans into the nine rooms were facilitated by the

School Admin.

3. Able to provide 1 unit

of electric generator.

The said brand new unit was presented together with the wall fans

during the turn over ceremony last June 20. All other 10 schools are

free to borrow the unit when needed. Policies and guidelines will be

made available by VBS together with LGU representative.

1.4 Activities

At the start-up of the project, coordination and consultation with school representatives and local

government structures were held; the team of workers has been hired and suppliers have been

selected. Labor has been selected in the local communities, both to rise a sense of ownership and

to empower their capacities.

9 classrooms of the school have been rehabilitated through the following activities: roofing,

ceiling, installation of one toilet and of electrical wirings; materials have been purchased locally.

According to the school needs, 18 wall fans have been provided and 1 unit generator set has been

handed over to the school administration in order to be able to face the frequent blackouts.

Broken or waste galvanized irons (GI Sheets) have been sold by the school representatives and the

related funds have been used for painting of the ceiling, as their local counterpart to the project.

The local partner FTFP intervened actively on the monitoring and communicated with CESVI all

projects’ achievements and expenditures. At the end of May 2014, a monitoring mission from Cesvi

HQ has been implemented in order to check status of the works and support narrative and

financial reporting.

1.5 Specific objective

The whole school administration of Buruanga Vocational School composed of 947 students,

teachers, and Parents-Teachers Associations (PTA) officers who benefited on the project,

expressed their happiness and gratefulness having able to receive and now enjoying the results of

the finished rehabilitation project as planned in their school.

Nine (9) rooms roofing and ceiling were repaired with one toilet and able to provide 18 wall fans

and 1 unit generator set. As an expression of their gratitude, a Hand Over Ceremony was

conducted last June 20, 2014 led by the School Administration headed by its Principal, Wilsie

Moleno.

1.6 Monitoring and Evaluation

− FTFP monitored the rehabilitation activities through regular updating with the PC and

through direct visits in the project site, together with CESVI’s representatives conducting

their mid and final monitoring missions.

− A midterm monitoring mission has been implemented by Cesvi expatriate staff (March

2014): in that occasion it was stressed that workers should wear protections like helmets,

and gloves during work; recommendations were also made regarding administrative issues.

All recommendations were addressed after the monitoring missions by FTFP by coming up

with guidelines included in their workers contract and clear orientations among teachers

and workers. Financial monitoring and forecasting system introduced during the mission

was also a good tool in managing the project’s finances.

− At the end of May, a representative from Cesvi HQ was able to see and validated the works

at BVS and able to share directly with the school teachers. Furthermore, project finance

documentation has been collected and checked.

2. RISKS AND ASSUMPTIONS

2.1 Pre-conditions

Both the preconditions (“Local leaders remain cooperative and willing to contribute in the

provision of proper information” and “No other emergencies hit the location”) have been

respected, thus allowing proper implementation of the Action. In particular:

a. Teachers & school staff directly participated in the activities by giving support to workers

through providing snacks, place to rest, and smooth coordination with the school.

b. The intervention itself responded to the needs of the schools thus the coordination and

support were ensured from the very beginning of the implementation

c. Right timing in terms of the climatic condition. Only limited rain experienced during work

implementation.

3. SECURITY

3.1 Situation in the field

The Project Team was assured by the local people and Local Authorities, especially the PC that

they will be responsible to ensure the security while the project is being done. No reported

missing materials and equipments until the end of the project.

4. RESOURCES

4.1 Total budget

The intervention has reached the planned results by registering savings on the total budget,

mainly due to savings in the purchase of construction material, as a result of use of local materials,

purchase from local suppliers and recycling of materials already present in the target school.

For these reasons the total expenditures of the project are lower than the total budget allocated

by the Donor. The financial report is made accordingly, by reporting for a total amount of 20.547€.

4.2 Human resources

For the realization of the intervention, the following human resources have been employed and

charged to the project:

the target area, whose costs have been covered with funds other than Agire:

5. COORDINATION

5.1 National and local authorities

At the beginning the project together with CESVI, LGUs, and FTFP coordination about the project

were made. Three times the PT went to see the Mayor for updating and provision of project

documents such as program of works and budget estimation. Therefore during the

implementation the PC did a close coordination with LGU representatives and no serious problems

occurred so far.

5.2 Other humanitarian actors

No other humanitarian actors were present in the selected area of implementation of the project.

Cesvi and FTF-P implemented an additional project in the same area, targeting other schools with

rehabilitation works. As schools and timings were different, no overlapping of resources and

beneficiaries have been registered. Thanks to the combined impacts of the 2 projects, the

effectiveness of the Agire funded action improved, as the entire community of Buruanga

benefitted from the interventions.

6.CONCLUSIONS

6.1 Evaluation of social impact of the project

Students are very happy to go back to their school rooms again to continue their learning

activities. The impact of this intervention has directly involved not only the students but the whole

Buruanga community itself.

They have expressed it clearly together with their teachers and administration staff during the

turn over ceremony held on June 20th. According to Ms. Molino, words are not enough how to

thank all who have worked out for the said project now became a reality timely before school

opened last June 2, 2014. This gesture of solidarity with the victims of Typhoon Haiyan especially

for the children of Buruanga Vocational School will remain a historical experience, of

Buruanganons, being their first, to always remember.

An added value has been registered thanks to the training on Disater Risk Mitigation and

Preparedness, implemented in the framework of another Cesvi project in the area.

Disaster Preparedness Committee (DPC).

6.2 Conclusion and comments

Involvement of the local people greatly contributed to the success of the project.

Buruanga as a fifth class town that received foreign support directly to the school was an

extraordinary experience that raised the moral and motivation for BVS and in their community to

help each other.

The formation of their Disaster Preparedness Committee (DPCs) was a real success. After the

training, they were able to echo the input they have learned from the DPT together with other

members to be, come up with a plan of action including setting up of officers. Out from this

formation/organization as non-government organization yet maintain close coordination with the

LGU, is the basis for future strategies of intervention when it comes to Disaster Preparedness and

developmental endeavours of the community as well. The local DPC will now link with various

FTFP project team learned a lot from this experience in terms of management, monitoring and

1. OPERATIONAL FRAMEWORK

1.1 Exact location of the operation

Heads of the beneficiaries families have provided data/information about their situation. Some of them has been involved in the distribution activities and validated the data during the needs assessment phase. Selection process: Right after the inter-province coordinative meeting conducted in Iloilo on 27-28 December 2013, the project has immediately set up its machinery for the distributions. Four barangays were identified to be the beneficiaries of the first assistance: Barangays Agojo and Tanza of the Municipality of Panay and Barangays Banica (Sitio Urban & Sitio Masson) and Sitio Ilawod of Barangay Dinginan in Roxas City. The aforesaid barangays were identified because of the high number of affected families, that have lost their main sources of income: the overwhelming majority of the people in Agojo and Tanza depend their livelihood in fishing. Although a significant percentage of the population in Tanza also relies on farming as their source of living. While the target beneficiaries in Banica and Sitio Ilawod Dinginan is a concentration of urban poor settlers.

1.3 Results and indicators Analyse results reached by the action More than 5,000 families in Capiz and Aklan provinces have been successfully reached and received support from the project. The action has been able to efficiently procure and distribute food packs based on targeted items & schedules both in Aklan and Capiz. The kit composition in Aklan was: 2 kilos of rice 2 cans of sardines 360 grams of munggo beans 250 grams of dried fish and in Capiz was: 2 kilos of rice 2 cans sardines 125 grams of munggo beans 250 grams of dried fish The distributions have reached a total number of beneficiaries of 5,213 families: 426 families in Capiz, 4.787 families in Aklan 1.4 Activities Describe activities implemented Before the starting date of the project, a Project Coordinating Body (PCB) has been created, composed by representatives of FTFP, Task Force Tabang - Aklan and Task Force Tabang -Capiz as team partners: this body conducted series of meetings in preparation for the implementation of the project.

Following the confirmation of the project approval, a team meeting has been held in Iloilo, for the planning, coordination and finalization of schedules and target beneficiaries. It was decided in this meeting that AGIRE project will be implemented in coordination with Caritas funding, provided that the expenses will not overlap to each other. An MoU between FTFP and TF Tabang was also agreed and signed during this meeting. After an inception meeting for the planning and coordination led by Task Force Tabang, Aklan with local leaders and government units in Aklan, food items for the relief were purchased, packed and distributed as planned, facilitated by TF Capiz and Aklan done in their respective areas to save cost.

Following a market analysis, different suppliers have been identified for the different typology of food:

2 suppliers for rice (1 in Aklan and 1 in Capiz)

2 suppliers for sardines (1 in Aklan and 1 in Capiz)

2 suppliers for dried fish (1 in Aklan and 1 in Capiz)

2 suppliers for Mongo Beans (1 in Aklan and 1 in Capiz)

For transportation of food package, the first transportation from the supplier to the packing area which was conducted at Aklan Catholic Gym, by 6 wheeler truck, which costs was included in the contract with the suppliers.

Then, the transportation from the Packing area to the area of distribution has been implemented through the involvement of a total of 7 trucks; 2 trucks were provided by the provincial government of Aklan. Below is the table showing the mobilization of transportation during actual food relief deliveries:

Due to Geographical locations of the targeted barangays, there was a necessity to provide a truck for each barangay to ensure that a 3 days schedule would be achieved as planned. As the target area are located away from each other, a truck assigned to each barangay for each day of distribution was required.

During distribution activities, gathering of data/information from the beneficiaries in their communities was conducted to further understand the impact of the emergency and the main needs in the area FTFP gathered the initial reports from members of the PCB for consolidation for the interim report to be submitted to CESVI including liquidations of cash advances and project disbursements for reporting. 1.5 Specific objective Give info on the fulfilment of the specific objective To provide immediate food relief assistance to 5000 families left homeless by Typhoon Yolanda in the province of Aklan and Capiz: As demonstrated by the number of beneficiaries reached and supported, this objective was fully fulfilled and even served a greater number due to maximization and optimization of available resources. Revived spirit of optimism among victims: the actual presence of the team in the affected communities assured the people that their situation is known to the world and reduce the feeling of isolation and hopelessness. This emotion and thoughts were expressed during the distributions.

2. Monitoring and Evaluation Describe monitoring and evaluation mechanisms Before the starting of implementation of the AGIRE project, partners meetings and consultations were held among representatives from Task Force Capiz and Aklan. Target beneficiaries lists have been counterchecked with local authorities and validated. Local officials such as Mayors of 2 towns (Libacao and Malinao) were able to validate the names of the identified beneficiaries, as the most in need families of target areas. During the implementation process, a steering committee has been set up to ensure facilitation of the distribution activities. Before, during and after the implementation of the project, series of meetings were held for update and monitoring the problems and the results. Evaluation was conducted right after the distributions in Capiz and Aklan: the whole distribution team with local volunteers received feedback and recommendations. Furthermore, the Project Coordinating Body identified the strengths and weaknesses of the Action. Cesvi HQ monitored all the phases of the project through regular phone meetings, emails and internal reports. 2.1 Risk assessment Update risks analysis: external factors and strategies implemented to address these risks � Bad weather conditions: Rain remained prevalent during the implementation period, as November – January is rainy season. All distributions of food packs were done mainly in secure areas such as community plazas/centers. � Disputes or troubles during distributions were controlled by series of prior meetings and clear policies on the part of the facilitators in the area. � Safety of goods and logistics were secured by the involvement and support of local authorities. � Fund management. Most of the funds were brought to provinces in Aklan and Capiz to purchase, pack and distribute the goods which saved costs and time.

3. SECURITY 3.1 Situation in the field Give info on security in the field and implications in the implementation of the action Assurance of Support from Local Government Units was guaranteed. Local officials up to municipality level were tapped. Particularly in Aklan, government trucks were dispatched and open lines of communication in case of emergencies were established. Local school (Aklan Catholic College) was offered to do the packing of relief goods to secure the food stocks and volunteers/packers as well. Leaders of local organizations actively participated thus controls were observed effectively.

4.1 National and local authorities Give information on agreements and coordination with national and local authorities The relief distribution operation funded by AGIRE, and implemented by CESVI through Fair Trade Foundation-Panay, has involved also the cooperation of Task Force Tabang Capiz & Aklan. Task Force Tabang Capiz is a provincial network that endeavors to help each other, generate support for relief & rehabilitation; Task Force Tabang Aklan is an organization established in June 8, 2008 to respond immediately to disasters and calamities: it provides immediate relief to the survivors in terms of their economic needs. At present, Task Force Tabang Aklan was able to fulfill its provincial level organizational capacity as it has established activities in 14 devastated towns during typhoon Yolanda. Coordination with local government units: In order to avoid security problems, coordination with local officials was established from the very start as part of a well-designed plan. This was demonstrated when TF Tabang (where most of the beneficiaries came from) called for a final meeting last Dec. 26, 2013 among the leaders of 14 Barangays from 4 towns of Aklan. Mayor of Malinao, Aklan went along during the actual distribution together with his staff and family to let the people feel his all out support for them (not only during the relief level but on the rehabilitation level as well). Presence of the local Barangay Captains together with the Brgy. Tanod(s) (officials responsible for the security of the community) can be seen in almost all the areas where distributions have been conducted. 4.2 Other humanitarian actors Give information on agreements and coordination with other humanitarian actors The project has been implemented in coordination with another Action funded by Caritas (Italy). The PCB in coordination with Cesvi management decided to include Caritas contribution: 4.5 kilos of rice in the same period of distribution with the AGIRE project, in order to improved quantities of food in each food pack. It was a big positive development that Caritas-Italy funds came just after CESVI's thus added to the quantity of food distributed and admin/operational costs were reduced.

5.CONCLUSIONS

5.1 Conclusion and comments Comments, conclusions, lessons learnt, added values of the intervention The whole relief distribution operation was a big success to more than 5,000 beneficiaries in the Province of Capiz and Aklan. The success in the implementation has been possible thanks to the strong support of the beneficiaries themselves, local government units, volunteers and members of the project coordinating body, who committed their time and efforts for the implementation of the project. The beneficiaries expressed their gratefulness for the fair selection of recipients: goods have been equally divided among them and painstaking leadership. Aside from the relief distribution operation, the project was able to:

� gather information to deepen the understanding about the impact of the typhoon; as basis for the next interventions - rehabilitation phase.

� strengthen the people's support among themselves and towards their local organizations who actively participated in the preparation and implementation of the distributions.

� Expand linkages and support coming from various groups on the part of the PCB. � Raise the awareness of the people about the situation beyond Typhoon Haiyan –

their role to play; how to demand more support from the Philippine government, etc. The devastation left by Yolanda, which mainly affects the 80% of the productive forces composed of farmers and fisherfolks, is projected to affect not only the availability of food supply in the province in the coming months but also in the entire country, as Aklan is the source of supply of rice and coco oil for all the country. Hence, it is projected that hunger situation would be more widespread and extensive in the first 6 months of 2014. The situation calls for a comprehensive rehabilitation endeavor. Particularly on the livelihood of farmers, for rice and coconut production, as well as fisher folks communities, in order to avoid widespread hunger and health problems. AGIRE funded project provided the first step for building the people's resilience in Aklan and Capiz.

Rehabilitating the schools of Buruanga affected by typhoon

Yolanda

1. OPERATIONAL FRAMEWORK

1.1 Exact location of the operation

The project has been implemented in the Buruanga Vocational School in Brgy. Katipunan,

Buruanga, Province of Aklan, Philippines.

1.2 Beneficiaries

The total of beneficiaries directly reached by the action is 1.004 individuals, composed by:

� 947 students (enrolled in 2014)

� 57 teachers & staff

Indirect beneficiaries are 17 local laborers (that have received regular salaries for 4 months) and

the entire community of Katipunan, composed by about 4.800 individuals.

The entire community has been deeply involved in the project implementation:

− Teachers and school staff directly participated in the activities by provision of food,

drinking water and resting place for the workers; they sold the old, waste materials of the repaired

rooms and used the money to buy paint and paid for painting works for the ceiling and roof of 9

rooms.

− Students did the clean up the whole 9 rooms ready for opening of classes as part of

“Brigada Eskwela” (an annual nation-wide activity of all schools in preparation for the opening of

the classes).

− At the end of the project, a formal turn ceremony has been organized, as a way of

expressing community’s gratefulness to CESVI, AGIRE, and FTFP: the ceremony was attended by

the whole student body, teachers, representatives of local authorities. The whole School body

expressed their wholehearted thanks for having received help though project from AGIRE. A

plaque of appreciation for AGIRE and CESVI was received by FTFP during the ceremony.

1.3 Results and indicators

The project fully contributed to restore education and learning activities in the school affected by

the typhoon Yolanda by rehabilitating facilities, thus fully reaching principal and specific objectives

of the Action.

and 1 toilet.

units of electric wall fans.

Mounting of wall fans into the nine rooms were facilitated by the

School Admin.

3. Able to provide 1 unit

of electric generator.

The said brand new unit was presented together with the wall fans

during the turn over ceremony last June 20. All other 10 schools are

free to borrow the unit when needed. Policies and guidelines will be

made available by VBS together with LGU representative.

1.4 Activities

At the start-up of the project, coordination and consultation with school representatives and local

government structures were held; the team of workers has been hired and suppliers have been

selected. Labor has been selected in the local communities, both to rise a sense of ownership and

to empower their capacities.

9 classrooms of the school have been rehabilitated through the following activities: roofing,

ceiling, installation of one toilet and of electrical wirings; materials have been purchased locally.

According to the school needs, 18 wall fans have been provided and 1 unit generator set has been

handed over to the school administration in order to be able to face the frequent blackouts.

Broken or waste galvanized irons (GI Sheets) have been sold by the school representatives and the

related funds have been used for painting of the ceiling, as their local counterpart to the project.

The local partner FTFP intervened actively on the monitoring and communicated with CESVI all

projects’ achievements and expenditures. At the end of May 2014, a monitoring mission from Cesvi

HQ has been implemented in order to check status of the works and support narrative and

financial reporting.

1.5 Specific objective

The whole school administration of Buruanga Vocational School composed of 947 students,

teachers, and Parents-Teachers Associations (PTA) officers who benefited on the project,

expressed their happiness and gratefulness having able to receive and now enjoying the results of

the finished rehabilitation project as planned in their school.

Nine (9) rooms roofing and ceiling were repaired with one toilet and able to provide 18 wall fans

and 1 unit generator set. As an expression of their gratitude, a Hand Over Ceremony was

conducted last June 20, 2014 led by the School Administration headed by its Principal, Wilsie

Moleno.

1.6 Monitoring and Evaluation

− FTFP monitored the rehabilitation activities through regular updating with the PC and

through direct visits in the project site, together with CESVI’s representatives conducting

their mid and final monitoring missions.

− A midterm monitoring mission has been implemented by Cesvi expatriate staff (March

2014): in that occasion it was stressed that workers should wear protections like helmets,

and gloves during work; recommendations were also made regarding administrative issues.

All recommendations were addressed after the monitoring missions by FTFP by coming up

with guidelines included in their workers contract and clear orientations among teachers

and workers. Financial monitoring and forecasting system introduced during the mission

was also a good tool in managing the project’s finances.

− At the end of May, a representative from Cesvi HQ was able to see and validated the works

at BVS and able to share directly with the school teachers. Furthermore, project finance

documentation has been collected and checked.

2. RISKS AND ASSUMPTIONS

2.1 Pre-conditions

Both the preconditions (“Local leaders remain cooperative and willing to contribute in the

provision of proper information” and “No other emergencies hit the location”) have been

respected, thus allowing proper implementation of the Action. In particular:

a. Teachers & school staff directly participated in the activities by giving support to workers

through providing snacks, place to rest, and smooth coordination with the school.

b. The intervention itself responded to the needs of the schools thus the coordination and

support were ensured from the very beginning of the implementation

c. Right timing in terms of the climatic condition. Only limited rain experienced during work

implementation.

3. SECURITY

3.1 Situation in the field

The Project Team was assured by the local people and Local Authorities, especially the PC that

they will be responsible to ensure the security while the project is being done. No reported

missing materials and equipments until the end of the project.

4. RESOURCES

4.1 Total budget

The intervention has reached the planned results by registering savings on the total budget,

mainly due to savings in the purchase of construction material, as a result of use of local materials,

purchase from local suppliers and recycling of materials already present in the target school.

For these reasons the total expenditures of the project are lower than the total budget allocated

by the Donor. The financial report is made accordingly, by reporting for a total amount of 20.547€.

4.2 Human resources

For the realization of the intervention, the following human resources have been employed and

charged to the project:

5. COORDINATION

5.1 National and local authorities

At the beginning the project together with CESVI, LGUs, and FTFP coordination about the project

were made. Three times the PT went to see the Mayor for updating and provision of project

documents such as program of works and budget estimation. Therefore during the

implementation the PC did a close coordination with LGU representatives and no serious problems

occurred so far.

5.2 Other humanitarian actors

No other humanitarian actors were present in the selected area of implementation of the project.

Cesvi and FTF-P implemented an additional project in the same area, targeting other schools with

rehabilitation works. As schools and timings were different, no overlapping of resources and

beneficiaries have been registered. Thanks to the combined impacts of the 2 projects, the

effectiveness of the Agire funded action improved, as the entire community of Buruanga

benefitted from the interventions.

6.CONCLUSIONS

6.1 Evaluation of social impact of the project

Students are very happy to go back to their school rooms again to continue their learning

activities. The impact of this intervention has directly involved not only the students but the whole

Buruanga community itself.

They have expressed it clearly together with their teachers and administration staff during the

turn over ceremony held on June 20th. According to Ms. Molino, words are not enough how to

thank all who have worked out for the said project now became a reality timely before school

opened last June 2, 2014. This gesture of solidarity with the victims of Typhoon Haiyan especially

for the children of Buruanga Vocational School will remain a historical experience, of

Buruanganons, being their first, to always remember.

An added value has been registered thanks to the training on Disater Risk Mitigation and

Preparedness, implemented in the framework of another Cesvi project in the area.

2 representatives for Buruanga Vocational School joined this training and are now part of the

Disaster Preparedness Committee (DPC).

6.2 Conclusion and comments

Involvement of the local people greatly contributed to the success of the project.

Buruanga as a fifth class town that received foreign support directly to the school was an

extraordinary experience that raised the moral and motivation for BVS and in their community to

help each other.

The formation of their Disaster Preparedness Committee (DPCs) was a real success. After the

training, they were able to echo the input they have learned from the DPT together with other

members to be, come up with a plan of action including setting up of officers. Out from this

formation/organization as non-government organization yet maintain close coordination with the

developmental endeavours of the community as well. The local DPC will now link with various

DPCs or similar organizations in Panay as well as national through FTFP for future possibilities of

working together.

FTFP project team learned a lot from this experience in terms of management, monitoring and

working with them.
