EDITORIALE
Anche per il 2013/2014 il Centro Jean Monnet propone alcune attività nelle scuole superiori. Assieme agli oramai
tradizionali seminari, quest’anno verrà proposto un torneo di dibattito su temi inerenti l’integrazione europea.
L’iniziativa è resa possibile dal finanziamento “Learning EU @ School” nell’ambito dell’azione Jean Monnet. Assieme a
questa attività, verrà proposto un corso di aggiornamento per docenti e un seminario residenziale per studenti
universitari. Di seguito si possono trovare tutte le informazioni necessarie per partecipare.

PROGETTI E INIZIATIVE IN CORSO
DeuBATE: una nuova iniziativa del CJM per le scuole superiori
DeuBATE è la nuova attività che il CJM propone per le scuole superiori per l’anno scolastico 2013/2014. Si tratta di una
gara tra 16 scolaresche che dovranno dibattere su temi come l’integrazione europea, i diritti dei cittadini europei, il
rispetto reciproco, il multiculturalismo. Le scuole partecipanti saranno seguite nella loro preparazione da studenti
universitari. Saranno proposte anche lezioni (sotto forma di corso di aggiornamento) per gli insegnanti delle scuole
superiori. L’iniziativa è finanziata dall’Azione Jean Monnet nell’ambito del progetto “Learning EU at School” ed è
organizzata assieme alla Fondazione Trentina Alcide De Gasperi. Per iscrizioni e informazioni,
DeuBATE: corso di aggiornamento per i docenti delle scuole superiori
Il corso di aggiornamento prevede tre incontri di formazione di tre ore ciascuno tenuti da docenti universitari presso il
Dipartimento di Sociologia e Ricerca Sociale dell’Università di Trento.
Le giornate proposte sono le seguenti:
- venerdì 10 gennaio 2014;
- venerdì 17 gennaio 2014;

- venerdì 24 gennaio 2014.
Le lezioni si terranno nel primo pomeriggio e saranno trattati i seguenti argomenti:
1. L’UE: successo o fallimento?
2. Più potere a Bruxelles o agli Stati Membri?
3. L’UE soffre di deficit democratico?

DeuBATE: seminario di credito residenziale per studenti universitari
Nei giorni 13 e 14 dicembre 2013, presso il Centro Studi Alpino dell’Università degli Studi della Tuscia a Pieve Tesino
(TN), si terrà un seminario residenziale per studenti dell’Ateneo.
Il seminario residenziale proposto intende formare 20 studenti universitari, iscritti al corso di laurea triennale in Studi
Internazionali del Dipartimento di Sociologia e Ricerca Sociale, impartendo loro le nozioni e le metodologie necessarie
per offrire supporto alle 16 squadre composte da studenti delle scuole superiori che parteciperanno al torneo di
dibattito argomentativo DeuBATE.

IL CJM e Politically.eu
Il CJM ha partecipato all’organizzazione dell’iniziativa “politically.eu” promossa dalla Rappresentanza italiana della
Commissione europea che prende le mosse dalle proposte per un’Unione economica e monetaria e politica autentica e
approfondita avanzate dalla Commissione stessa nel novembre 2012. Il 9 novembre si è tenuto a Torino un dibattito
partecipativo dal titolo “Quale politica estera e di difesa comune in vista del Consiglio europeo di dicembre e le elezioni
del Parlamento europeo del 2014?”, a cui ha partecipato anche il Vicepresidente della Commissione responsabile per
l’Industria e lo spazio Antonio Tajani e il Vice Ministro italiano per gli Affari Esteri Marta Dassù. Il working paper che ha

Studenti di UNITN alla conferenza ONU sul clima di Varsavia
Grazie alla collaborazione fra il Centro Jean Monnet e l’Associazione Jangada e grazie al supporto finanziario
dell’Assessorato Provinciale alla Solidarietà Internazionale e alla Convivenza cinque fra gli studenti della Summer School
“L’Unione Europea ed il Cambiamento Climatico” hanno partecipato alla conferenza ONU sul clima tenutasi a Varsavia

Conference "Questioning Re:generation Europe" - Discussing Ways of How to Re-Launch European Integration

Besides technical issues the current crisis also raises important questions regarding the EU’s identity (unanswered after
the constitutional crisis, and even before). The Manifesto “Re:generation Europe” is an “initiative that calls for a new
normative paradigm for the European Union” arguing that “the European Union should be more European and that it
should more firmly reflect the European modus operandi of society”.
In spring 2013 the German Law Journal published a Special Issue: Regeneration Europe which further develops the
Manifesto and contains contributions from different disciplines and viewpoints.
Starting from the discussion of the Manifesto and GLJ Special Issue, the conference shall explore the state of the Union
and whether and how it is possible (and/or desirable) to re-launch the European integration process.
After a presentation of the Manifesto and the Special Issue by its two editors, PhD students will present three papers on
some of the issues discussed in the GLJ Special Issue; the presentations will be followed by comments and discussion.
The conference will close with a round table with Faculty of the School of International Studies.

La mobilità dei pazienti. La direttiva 2011/24/UE e la sua attuazione nell'Euregio

Il 29 novembre 2013, dalle ore 9,30, l’Euregio Tirolo-Alto Adige-Trentino, in collaborazione con l’Associazione
Euroregionale di Diritto Pubblico Comparato ed Europeo e la Facoltà di Giurisprudenza dell’Università degli Studi di
Trento, organizza un convegno sul diritto alla salute e sulla mobilità sanitaria dei pazienti all’interno dell’Euregio.
Sarà un‘occasione per riflettere sulla direttiva 2011/24/UE della Unione Europea, che invita gli Stati membri a produrre
le condizioni giuridiche necessarie per la sua realizzazione entro il 25 ottobre 2013. In Italia questo termine è stato
posticipato al 4.12.2013. Durante l’evento verranno approfondite alcune questioni giuridiche relative alla mobilità
sanitaria transfrontaliera, materia di particolare rilievo per l‘Euregio, e si farà il punto sullo stato d‘attuazione della
direttiva in Tirolo, Alto Adige e nel Trentino.
Il convegno è indirizzato sia a direttori, dirigenti ed esperti del settore sanitario, sia a giuristi, collaboratori delle casse
sanitarie e delle rappresentanze dei pazienti.

Racconta l’Europa all’Europa
“Racconta l’Europa all’Europa” è un progetto europeo promosso da Osservatorio Balcani e Caucaso insieme a undici
partner in Italia, Slovenia, Spagna e Bulgaria per contribuire al dibattito pubblico sull’Europa di oggi e su quella che verrà
dando vita a uno spazio transnazionale di analisi e di discussione che stimoli nei media e nell’opinione pubblica una più
profonda conoscenza dei Balcani occidentali e della Turchia e del loro percorso di integrazione europea, attraverso tante
attività. Per un anno, a partire da dicembre 2012, incrociando giornalismo, formazione, confronto e intrattenimento, in
radio, sul web, nelle scuole, all’università, nelle sale cinematografiche e in eventi pubblici si racconterà l’Europa
allargata, l’Europa dei cittadini, l’Europa che vuole rispondere alla crisi con una nuova, forte progettualità politica. Radio
Radicale partecipa con un ciclo di puntate speciali di Passaggio a Sud Est in onda il venerdì dalle 13 alle 14 a partire dal
25 gennaio. Otto trasmissioni saranno dedicate ai paesi candidati e potenzialmente candidati all’adesione all’Unione
Europea. Altre puntate saranno dedicate al processo di allargamento dell’UE e ai temi cruciali che incidono
all’integrazione di questi paesi: stato di diritto, lotta alla corruzione e alla criminalità organizzata, diritti umani, tutela
delle minoranze, riconciliazione dopo le guerre degli anni ’90. Ma si parlerà anche della realtà culturale di questi Paesi,
della loro ricchezza artistica e naturalistica e della valorizzazione delle risorse locali. “Racconta l’Europa all’Europa” vuole

CALL FOR PAPERS AND APPLICATIONS
CfP: Transnational Politics of Memory in Europe – edited volume/special issue
While memory studies has seen considerable development at the level of national and comparative studies, the
European level has been treated mostly in speculative, often highly normative, essays. There remains a lack of
comprehensive empirical studies dealing with both transnational pan-European politics of remembrance and the
question of whether and how they are linked to an unfolding European public sphere. Little research has been done
regarding European remembrance as a field of transnational policy making in which individual and institutional actors
compete through the use of various resources and the articulation of norms, interests, divergent political cultures and
practices.
We are looking to connect with like-minded scholars working on these issues who are interested in not only submitting
an article, but working together to shape a common research agenda. The results of these efforts will be published in an
edited volume or special issue of a journal.
Initially, we are calling for the submission of abstracts (250-300 words). Scholars dealing with politics of remembrance
on the European level through a social science perspective are invited to submit a proposal. We are interested in
research projects that investigate the nexus between transnational politics of remembrance, European integration and
an emerging European public sphere from different angles. We are particularly interested in innovative theoretical and
empirical approaches that move away from abstract and normative perspectives that have dominated this area of
research thus far. Possible topics include, but are not restricted to, questions such as:
• How has the European Union dealt publicly with various historical legacies?
• Has there been an emergence of a European public sphere vis-à-vis the remembrance of oppression and
dictatorship?
• How can we map European efforts to establish a common European culture of memory?
• How has the continuous conflict between the memory of Stalinism and Nazism/Fascism been navigated on the
European level?
• How are “marginal” memories (of colonialism, migration etc.) articulated?

• Who are the crucial actors in European politics of remembrance?
• What is the relationship between elite and “ordinary” or grassroots approaches to the past
• How have European memory actors interacted with actors from other regions?
• Through which practical mechanisms do European memory politics operate?

SUBMISSION DATES FOR 2015 (Vol. 22) SPECIAL ISSUE PROPOSALS
Volume 22.7 & 22.9: Formal proposals to the Editors by November 30th 2013.
JEPP now receives a large number of Special Issue proposals and experience suggests that a good special issue can take
up to eighteen months from acceptance of the initial proposal to submission of the final manuscript to the copy editor.
Whilst some proposals are submitted in embryonic form, others are more fully developed and sometimes accompanied
by draft papers. These differences give rise to problems of fairness in judging proposals.
In the interests of fairness, the Editors assess formal proposals within a ‘gathered field’ for each available special issue
‘slot’, some 12-18 months ahead of the planned publication date for a given special issue volume. For each vacant slot
there is a date by which a formal proposal must reach the Editors (see below). However, the Editors are happy to give
informal advice in advance of a formal submission. If a proposal is deemed by the Editors to stand little chance of
acceptance, the proposers will be advised of this immediately, in order to enable them to approach other journals (or
book publishers) without undue delay.
Once all proposals have been received by the due date, the Editors will normally reach a decision within two weeks. At
the Editors’ discretion, some proposals which are not selected at that time may be considered along with other
proposals for the next vacant slot.
A formal proposal should contain the following information:
• The names, addresses, and positions of the proposed Guest Editor(s) together with brief biographical details.
• The title of the proposed special issue.
• A brief description of the rationale behind the proposal, its planned scope, its innovative nature in relation to
existing published work in the particular field, and an indication of its likely appeal to readers not specializing in
the particular field (for example the broader theoretical or methodological focus of the proposed special issue).
• Names and position of each proposed contributor and a 300-word abstract of their planned paper, together
with an indication of their commitment to contribute to the special issue. (It is appreciated that the draft
abstracts are indicative but it is important that contributors are ‘signed up’ and not just on your wish list!). Since
all of the papers for the Special Issue will be subject to standard peer review, you may want to factor in that not
necessarily all papers will make it through peer review.
• Details of the project management ‘milestones’ such as any workshops that are planned, date by which first and
subsequent drafts are to be submitted, the time allowed for the refereeing process etc. (the Editors are happy
to advise on these matters, but it is best to assume that some authors and referees will not adhere to your
timetable!).
• The planned word count of each paper and confirmation that the total word count will not exceed 65,000 words
including refs, notes, diagrams and tables.
Guest Editor(s) will be required to sign a (standard) formal publishing agreement with the publishers once a proposal
has been accepted by the Editors.
Special issues are managed, on a day to day basis, by the Guest Editor(s), via the Scholar One online submission and
review system used by JEPP, subject to the general guidance (and no doubt help!) of the Editors of JEPP. Normal JEPP
refereeing procedures (at least two referees per paper) apply.
All special issues are eligible for consideration for publication in book form, in the JEPP series published by Routledge.

VISITING POSITION IN EUROPEAN UNION POLITICS
The Department of Political Science at the University of Pittsburgh is seeking to fill a visiting position for a senior scholar
(Associate or Full Professor) whose work focuses on the politics of the European Union. The position is for a full-time
faculty member for one year, beginning in September 2014. At that time a separate search for a permanent hire in
European and European Union politics is expected to take place. The person hired as Visiting Professor would teach
undergraduate and graduate courses on the European Union and other courses related to his/her interests. The person
hired would be invited to fully participate in the intellectual life of the Department (http://www.polisci.pitt.edu/) and

Interdisciplinary Conference "In Search of European Political Union"
From 19 to 21 June 2014, the departments of economics, governance, history, law and social science at Utrecht
University are organising the interdisciplinary conference “In Search of European Political Union”. The aim of the
conference is to bring together scholars from different disciplines who work on similar issues relating to the EU and
European integration. In this way, we hope to stimulate debate between disciplines and researchers who normally meet
in different (disciplinary) conferences.
The conference has room for around 100 papers, organised around four major themes: the economic crisis and EMU,
democratic governance, citizens & citizenship, and the balance between market and social union. Within each thematic
stream, we have defined a number of panel topics that bridge the various disciplines involved.
Key note speeches will be made by Kalypso Nicolaidis from the University of Oxford and Kenneth Dyson from Cardiff
University. In addition, two informed non-academics will participate in the conference and present their reflections on
the state of the academic debate in the final session of the conference.
The call for papers for this conference is now open. The deadine for submission of paper proposals is 15 December

three Papers and each Paper must include the Paper title, an abstract and author(s) details.
Anyone wishing to propose a standalone paper will need to propose it to a specific Section then, if accepted, the Section

2014 EUSA Haas Fund Fellowship Competition
The 2013-2015 EUSA Executive Committee is pleased to announce the 2014 EUSA Haas Fund Fellowship Competition, an
annual fellowship for graduate student EU-related dissertation research. Thanks entirely to contributions to our Ernst
Haas Memorial Fund for EU Studies, launched in June2003 to honor the memory of the late scholar Ernst B. Haas (1924-
2003) we will offer one or more unrestricted fellowship of at least $1,500 to support the dissertation research of any
graduate student pursuing an EU-related dissertation topic in the academic year 2013-2014.
Please note the following stipulations for applicants, who must:
• be pursuing the doctoral degree (PhD) at an accredited institution in any country;
• be writing a dissertation in English;
• have an EU-related, doctoral dissertation topic approved by the professor who will supervise it; and,
• be able to demonstrate clearly the relevance to EU studies of the dissertation topic.
Applicants for this Fellowship should submit:
(1) A one-page précis of the project that specifies its relevance to EU Studies and describes how the fellowship would be
used;
(2) A CV, and
(3) Ask for two letters of support to be sent directly to EUSA. These letters should be from professors serving on the
student’s dissertation committee, and one should be the chair.

deadline for applications to be received in the EUSA office is January 3, 2014. The successful applicant will be notified in
March of 2014, and will receive the grant soon thereafter. The fellowship will be paid in one lump sum by check and in
US dollars only.
10th Biennial Conference of the European Community Studies Association-Canada
Montreal, 8-10 May 2014
EUROPE AND PEACE
In 2012, the European Union was awarded the Nobel Prize for Peace. This decision provoked strong reactions, from the
Wall Street Journal praising it as “inspired” to British politicians calling it “preposterous and absurd.” Much was made of
EU leaders’ initial inability to decide who would represent the organization for the award ceremony in Oslo.
Commentators also derided the fact that the recognition that the European Union “for over six decades contributed to
the advancement of peace and reconciliation, democracy and human rights in Europe” seemed to come at particularly
inappropriate time, as the EU faced the worst economic and institutional crisis since its creation, perhaps forcing Greece
to exit, while the UK threatened to do so.
Taking up the Nobel Committee’s challenge, the 10th Biennial Conference of European Communities Studies Association
– Canada (ECSA-C) will evaluate, measure and explain the EU’s actual contribution to the advancement of peace and
reconciliation, democracy and human rights. We wish to address both the EU’s impact on the domestic politics of its
member states, including citizenship, economic, cultural, democratic empowerment, freedom of movement, learning,
and active citizenship, and the EU’s impact on its periphery and the world, including enlargement, foreign, security and
trade policy. We will explore the role of EU institutions, but also member state governments, political, cultural and
economic forces, and integration dynamics. Our objective is to provide a balanced assessment and analytical
understanding of the EU’s specific contributions (or lack thereof) to peace broadly understood. Paper on any topic
related to the EU will also be welcome. Particular attention will be paid to the implications and lessons learnt of the
European experience for other countries and regions, especially Québec, Canada and North America.
The organization committee invites researchers and practitioners from all over the world who study Europe from an
economic, historical, legal, political or sociological perspective to join us in Montréal. The two-and-a-half-day conference
will include a plenary session, a professional development day for graduate students, panels, and workshops. We thus
welcome submissions for individual papers, panels with 3-4 paper presentations, and workshops with a dozen paper
presentations.
The deadline for submissions is 1 December 2013. Submissions, to be sent electronically to [email protected], can
be written in English or in French. About 30 travel grants will be made available to graduate and postdoctoral students

Teaching Politics and International Relations to the next generation of students
The 1st European Conference on Teaching and Learning Politics, International Relations and European Studies. Jointly
organized by BISA, ECPR, PSA and UACES
Maastricht, 26-27 June 2014
What does it mean to teach Politics, International Relations (IR), or European Studies (ES) to the next generation of
students, what should it mean for future students to learn Politics, International Relations, or European Studies? What
are the opportunities of educating the next generation of a knowledge society? But also what challenges will Politics, IR
and ES instructors encounter, considering the overburdening availability of (electronic) information and the growing
demand for skills-based education? Next to those global trends in higher education, there are also specific features of
European Higher Education that need careful consideration: the Bologna process, the employability discourse, or the
raising concern with fees to mention just a few.
The aim of this conference is to bring together members of existing teaching and learning networks (ECPR, PSA, BISA
and UACES) and to provide an opportunity for exchange, discussion and reflection about those questions and about
teaching and learning Politics, International Relations or European Studies to future generations of students in more
general terms.
Contributions are welcome on any topic of teaching and learning, but we would like to encourage participants to
consider the following questions:
• In what respect is there a “new” generation of students? In what manner are current and future students different:
in terms of their expectations, needs, and demands?
• How to react and integrate the demand for skills and employability in everyday teaching?
• Who should ensure students´ motivation, and how can this be achieved?
• How to remember what it means to learn ourselves?
• How to harness the potential for active engagement in Politics and IR teaching?
• What role for Politics, IR, or ES to provide counter-balance to increasing disenchantment with politics among
younger generations of citizens?
A limited number of travel grants, especially for (post-) graduate students and junior faculty, will be available, subject to

Brussels as Usual?: Politics and Policy in the EU

In many ways, the EU appears to be in a period of transition: recovering from the financial crisis, continuing to
implement the Lisbon Treaty’s provisions, and awaiting a new set of European elections. Have these developments
produced change in the EU’s politics and policies, or has it been Brussels as usual? The Organizing Committee of the
Ninth Annual Graduate Student Conference on the European Union welcomes papers addressing the theme of the
conference, as well as others related to the EU. We seek submissions from all disciplines and topics, including, but not
limited to, EU politics, governance, economics, history, security studies, institutions and behavior studies, as well as EU
policy-making, enlargement, immigration, development, trade, and foreign policy.
Submission Deadline for Abstracts: November 27, 2013. Submissions will be accepted online: www.ucis.pitt.edu/euce/
or http://www.eustudies.org/. Abstracts should be 250-300 words in length. Preference will be given to abstracts that
clearly specify the paper’s research design, including theoretical approach and methods. Abstracts must be submitted

7th Pan-European Conference on the European Union, 5-7 June 2014

The ECPR Standing Group on the European Union calls for papers for its 7th biennial conference which will be hosted by
Leiden University in the city of The Hague in the Netherlands, 5-7 June 2014.
The European Union is expecting another eventful year in 2014 with perhaps the most important European Parliament
elections to date to be held in May 2014 in a climate of uncertain economic recovery, persistent decline of popular
support for the Union, and unprecedented politicization of European integration in the national political arenas.
We invite papers and panels that discuss all aspects of European integration. We welcome new theoretical and
empirical research that reflects on the ever-changing nature of the EU; the democratic legitimacy of the integration
process; the evolution, functioning and effects of EU policies and institutions; the role of the EU in the broader world,
and so on. The full list of conference sections is available below.
The conference will provide space for researchers from various backgrounds – Political Science, International Relations,
Public Administration, Political Economy, History, Sociology, etc. – to present and discuss cutting-edge research focused
on the pressing questions of European integration. We are committed to methodological pluralism, scientific quality,
and societal relevance and we encourage dialogue across academic disciplines.
Please submit your proposals for papers and panels between 30 September and 1 December 2013. The review of
submitted proposals will be finalized and acceptance will be notified by 15 January 2014. The conference will take place

ECPR Joint Sessions of Workshops

The Joint Sessions of Workshops is highly valued by political scientists across the World for its unique format
encouraging scholars to gather and discuss their research in an intensive environment. With each Workshop limited to
15–20 participants, attendees have the opportunity to work intensively on a common theme. In addition to building and
expanding a network of political science peers, Workshops can lead to the publication of research and the formation of
Standing Groups.
Workshops have been approved and Paper proposals can now be submitted. Proposals must be submitted through the

Il Programma Fulbright USA-UE, gestito dalla Commissione per gli Scambi nell'istruzione tra Stati Uniti, Belgio e
Lussemburgo con finanziamenti del Dipartimento di Stato USA e la Direzione Generale per l'Istruzione e la Cultura della
Commissione Europea, offre annualmente approssimativamente 13 sovvenzioni a cittadini degli Stati membri
dell'Unione Europea per studi, ricerche e conferenze su temi legati all'UE. In particolare, vengono offerte da due a
quattro sovvenzioni per cicli di conferenze post dottorato all’università sui temi dell’ UE, relazioni USA-UE, integrazione
economica e politica; da undici a tredici sovvenzioni per laureati o di ricerca pre e post dottorato su affari UE e relazioni
USA-UE presso un’università accreditata o un centro di ricerca indipendente negli Stati Uniti. Le sovvenzioni
comprendono un salario mensile di 3000 euro più una somma forfettaria di 2000 euro per il viaggio e spese di

Fondazione Asia-Europa: Programmi ASEF per i giovani (EU0010000265)
Con l'obiettivo di creare nuovi partenariati e cooperazione e allo stesso tempo stimolare una maggiore mobilità per la
generazione futura di leader asiatici ed europei, la Fondazione Asia-Europa (ASEF) invita giovani volontari, attivisti,
formatori, artisti, studenti ed altri ad impegnarsi in attività di rete sostenibili. Le attività sono rivolte alle diverse
strutture giovanili dal settore dell'istruzione, l'arte, la politica e l'economia. Tutti i programmi forniscono una base a
lungo termine per la creazione di un dialogo continuo e lo sviluppo di contatti istituzionali e collaborazioni. ASEF
presenta oltre 30 programmi che coprono una vasta gamma di temi e argomenti. Ciascun programma si divide in uno o
più progetti o rappresenta un progetto a sé stante.
In particolare, il dipartimento "Scambio People-to-People (P2P) offre programmi di educazione formale e non formale,

Commissione Europea DG EAC: Gioventù in azione - Azione2: Servizio Volontario Europeo
Il Servizio Volontario Europeo - SVE - offre l'opportunità ai giovani tra i 18 e i 30 anni di partecipare individualmente o in
gruppo ad un'attività di volontariato all'estero a vantaggio del vasto pubblico.
Un progetto SVE consiste in un partenariato tra tre partner: un volontario, un'organizzazione di invio e
un'organizzazione di accoglienza. Un'attività SVE all’estero deve essere della durata minima di 2 mesi e massima di 12
(esclusa la preparazione e la valutazione). Si può svolgere in diverse aree: cultura, gioventù, assistenza sociale,
patrimonio culturale, arte, protezione civile, ambiente, cooperazione allo sviluppo, etc. ed offre un'intensa esperienza di
apprendimento, sostegno personalizzato, alto impatto sullo sviluppo personale e forti opportunità di integrazione con la
comunità locale. Lo SVE prevede attività individuali, le quali coinvolgono un singolo volontario ed una sola
organizzazione, ed attività di gruppo. Quest’ultime permettono ai volontari di partecipare in gruppo ad un'attività di
volontariato a livello locale, regionale, nazionale, europeo ed internazionale e di beneficiare di un importante esperienza
di apprendimento. Possono partecipare fino a 100 volontari dalla stessa organizzazione oppure - divisi in sotto-gruppi -
da diverse organizzazioni di accoglienza. Possono partecipare allo SVE volontari tra i 18 e i 30 anni, legalmente residenti
in un Paese del Programma o un Paese partner. Le organizzazioni di invio ed accoglienza possono essere organizzazioni
non governative, autorità locali o altre forme di iniziativa senza scopo di lucro con sede legale in un Paese partner o in
un Paese del Programma. Ciascun partecipante riceverà una Youthpass che descrive e convalida l'esperienza di
apprendimento non-formale. Attraverso lo Youthpass la Commissione Europea garantisce che l'esperienza con il
Programma venga riconosciuta come occasione educativa e come un periodo di apprendimento non-formale e
informale. A seconda del tipo di organizzazione, la natura delle attività previste e l'obiettivo geografico, le domande
devono essere inviate alle Agenzie Nazionali o all'Agenzia Esecutiva. Per i progetti a livello europeo vi sono tre scadenza
annuali: 1° Febbraio (per progetti che hanno inizio tra il 1° Agosto e il 31 Dicembre) 3 Giugno (per progetti che hanno
inizio tra il 1° Dicembre e il 30 Aprile) 3 Settembre (per progetti che hanno inizio tra il 1° Marzo e il 31 Luglio). Per

Fondazione Heinrich Böll: Borse di studio della Fondazione Heinrich Böll per studiare in Germania (EU0010000468)
La Fondazione Heinrich Böll ogni anno mette a disposizione borse di studio per circa 1.000 laureandi, laureati e
dottorandi di tutte le discipline, di tutte le nazionalità, che studiano presso università, università di scienze applicate
(Fachhochschulen) o università delle arti (Kunsthochschulen).
I beneficiari delle borse di studio devono avere una carriera accademica eccellente, essere politicamente e socialmente
attivi e avere un interesse vivo nei confronti dei valori fondamentali della Fondazione: ecologia e sostenibilità,
democrazia e diritti umani, autodeterminazione e giustizia. La Fondazione offre diversi tipi di borse: Borse per studenti –
generale, rivolte a studenti, studenti con un passato di immigrazione o studenti di università di scienze applicate
("Fachhochschulen"), studenti in matematica, scienze naturali o materie tecniche, in particolare legate all'ambiente (ad

es. studi ambientali, studi sul clima, energie rinnovabili, etc.); le Borse per studenti - programma di giornalismo

in conflitto di tutto il mondo) iscritti ad un qualsiasi corso universitario, università di scienze applicate, (Fachhochschule),
o università di arte (Kunsthochschule). E' possibile fare domanda prima di iniziare il master o entro i primi tre semestri.
E' necessario possedere una conoscenza buona/molto buona del tedesco.
Sono disponibili anche delle borse per dottorandi (PhD). I candidati devono dimostrare di essere stati accettati come
dottorandi da un istituto di istruzione superiore in Germania o in un altro paese UE. Possono partecipare anche
dottorandi non in possesso della cittadinanza europea (Europa Centrale ed Orientale, paesi UE di Vicinato/CIS, Medio
Oriente/Africa Settentrionale, regioni in conflitto di tutto il mondo), previa dimostrazione di essere stati accettati come
dottorandi da un istituto di istruzione superiore in Germania o in un paese UE. Verrà data preferenza a progetti di
dissertazione legati alle aree di lavoro della Fondazione Heinrich Boll. E' necessario possedere una conoscenza

Fondazione Marco Biagi e ADAPT: Premio Giovani Studiosi Marco Biagi (EU0010000324)
L'Associazione Internazionale delle Riviste di Diritto del Lavoro (IALLJ) sponsorizza un premio annuale per la migliore
pubblicazione sul diritto del lavoro comparato ed internazionale. Il premio è stato istituito in onore di Marco Biagi,
avvocato del lavoro, tra i fondatori dell’Associazione e vittima del terrorismo a causa del suo impegno per i diritti civili.
Chi può partecipare: Dottorandi, giovani studiosi e ricercatori all'inizio della loro carriera possono presentare la propria
pubblicazione (tesi di dottorato) su temi legati al diritto comparato del lavoro. La documentazione deve essere
presentata preferibilmente in inglese, francese e spagnolo e non deve superare i 50.000 caratteri (venti pagine
stampate). Le candidature devono essere inviate in formato elettronico sia a "Lavoro e Diritto" all'indirizzo

APPROFONDIMENTI
Nuova vita per l’Erasmus
Il programma per la mobilità degli studenti, dopo le notizie di un possibile rischio di cancellazione per via
dell’esaurimento dei fondi nel 2012, ha ricevuto una nuova iniezione di energia. Il 7 novembre è stato annunciato un
nuovo accordo tra la Commissione cultura del Parlamento Europeo e il Consiglio Europeo per il finanziamento del Piano
Erasmus+ il quale prevede lo stanziamento di 14 miliardi tra il 2014 e il 2020, il 40% in più rispetto all’ultimo budget
settennale. L’aumento dei fondi consentirà a un numero maggiore di studenti, si stima attorno ai 5 milioni, di prendere
parte agli scambi, considerati un importante trampolino educativo (ed economico) per un’esperienza al di fuori dei
confini nazionali. Erasmus+ consiste in un pacchetto unico, comprendente i precedenti meccanismi europei incentrati
sull’educazione, la formazione e lo sport in cui confluiranno anche il Life Learning Programm, Youth in Action e cinque
programmi di cooperazione internazionale. Il Piano Erasmus+ prevede, inoltre, altre importanti novità: stage all’estero
per giovani under 30 non iscritti all’università e prestiti per la partecipazione a master.
Misure UE contro la disoccupazione giovanile
In preparazione alla Conferenza sui Giovani dei Capi di Stato e di Governo, che si è svolta a Parigi il 12 novembre, la
Commissione Europea ha pubblicato una sintesi della serie di misure intraprese per contrastare la disoccupazione
giovanile a livello UE. Attualmente sono 5.6 milioni i giovani disoccupati nell’area europea, circa il 23.5%. Un dato
molto preoccupante è quello rappresentato dai cosiddetti NEETs ( not in education and not in training): 7.5 milioni di
giovani, infatti, non hanno un impiego e né sono attivi nel settore dell’educazione e della formazione professionale.
L’Unione Europea sta cercando di affrontare questo problema attraverso la Garanzia per i Giovani e sostenendo

iniziative da parte del Fondo Sociale Europeo. La Garanzia per i Giovani mira a creare le condizioni necessarie perché gli
Stati offrano ai giovani, fino ai 25 anni di età, un’educazione continuativa, o esperienze di tirocinio e apprendistato,
entro i quattro mesi dalla conclusione degli studi o dall’inizio del periodo di disoccupazione. Essa costituisce una delle
riforme strutturali cruciali e più importanti attraverso la quale gli Stati Membri potranno cercare di arginare il problema
della disoccupazione giovanile. In particolare, il suo approccio si fonda sulla comprensione della relazione e transizione
tra livello di educazione offerto ai giovani e il livello di disoccupazione. La sintesi presentata dalla Commissione copre,
inoltre, la creazione degli Action Teams creati nel 2012 con gli otto Stati Membri che registravano i tassi maggiori di
disoccupazione giovanile, l’importanza della mobilità lavorativa e il sostegno del Fondo Sociale per i giovani.
